The nickel will be processed at Glencore's Sudbury smelting operations in Canada.
The authorisation allows Eldorado to begin mining Ormaque’s high-grade underground ore and haul it to the Sigma Mill.
The plant processes around 640,000tpa of ore, producing an estimated 2,300tpa of tungsten concentrate.
Initial construction is focused on bulk earthworks for the process plant, tailings storage facility and water dam.
The project is noted for its significant gold, silver, copper and lead mineralisation.
The company announced that it has implemented a "controlled and safe shutdown" of reduction lines 1, 2 and 3.
