Kingsrose Mining has announced that the Finnish mining authority, Tukes, has granted both an exploration permit and an enforcement order for Area 6 of the Penikat Project in northern Finland.
The decision constitutes a significant permitting step and enables the company to plan the start of drilling by January 2027.

Tukes determined that Kingsrose Mining had satisfied the requirements of the Finnish Mining Act and raised no objections to granting the exploration permit.
The permit allows for up to 5,000m of drilling between 1 August and 31 March across consecutive years.
The conditions outlined in the permit align with company expectations and prevailing Finnish responsible exploration practices.
The exploration permit will remain valid for four years after it becomes legally binding. Extensions can be granted in three-year increments, with a maximum total validity of 15 years.
In addition to the main permit, an enforcement order was issued.
If the exploration permit faces an appeal, the enforcement order permits restricted drilling activity to proceed while the appeal is under consideration.
Specifically, it allows for 3,000m of drilling per year, provided activities maintain a buffer of at least 100m from the Natura 2000 protected area in wooded locations and 200m in cleared areas.
Tukes will publicise the decisions in accordance with the Mining Act, beginning an appeals window that closes at the end of business on 20 November 2026.
If no appeal is lodged, the exploration permit will become legally binding, but if an appeal occurs it will be reviewed by the Administrative Court of Northern Finland.
Enforcement order appeals must also be submitted by 20 November.
According to Kingsrose’s legal advice, the Administrative Court typically prioritises these cases and processes them within two to three months.
If an appeal against the enforcement order is dismissed within this time frame, the company predicts drilling could proceed as planned in early 2027.
