Kazera Global has received formal approval for a mining right over Sea Concession 2A, a heavy mineral sands asset in South Africa’s Northern Cape.
The country’s Department of Mineral Resources and Energy (DMRE) granted the right to Kazera’s wholly owned subsidiary, Whale Head Minerals (WHM), following a review by the Regional Mining Development and Environmental Committee.

The mining right is valid for an initial period of ten years, with an option for renewal in line with Mineral and Petroleum Resources Development Act, 2002.
Covering approximately 3,095 hectares on the west coast of South Africa, the concession grants the exclusive right to mine garnet, monazite, zirconium, rutile, titanium dioxide-rich leucoxene and other heavy minerals.
The grant marks a key milestone for Kazera Global and its strategic partner, South Africa AT Investments (SAI).
Under existing arrangements, WHM will receive a payment of $1.75m (R28.13m) from SAI upon formal execution of the right.
SAI will also expand its operations to include the 2A concession.
According to Kazera, commercial production from the site is targeted for the first quarter of 2027 (Q1 2027), with a production increase to a minimum of 10,000 tonnes per month of concentrate anticipated by Q2 of the same year.
Equipment for the project’s construction phase is being shipped from China, reflecting a joint effort between SAI and Xiamen Antai Zirconium.
A technical report published in August 2026 identified an inferred mineral resource of approximately 1.31 million tonnes (mt) of economic heavy minerals within 1.42% of the 2A licence area.
The report estimates an indicative in-situ value of $369.3m for this portion.
The remainder of the concession is considered a significant geological target, with a further 265.2mt of heavy mineral sands estimated, although grades are yet to be determined.
Kazera and its partners plan to develop 2A in phases, aiming to establish a large-scale, long-life industrial operation.
