The International Energy Agency estimates that China will hold 76% of rare earth refining capacity and 52% of mining operations by 2035 – but Australia has the potential to challenge its supremacy.
The $250m (1.79bn yuan) Chinese-owned project, located in the east of Uganda, is set to refine gold to 99.9% purity.
The company has also voluntarily filed for Chapter 11 relief in the Southern District of Texas' US Bankruptcy Court.
The five-year agreement aims to enhance efficiency and production at the thermal coal mine near Clermont.
This includes an upsized offering of $300m (C$414m) and the full exercise of a $45m option granted to initial purchasers.
The agreement is expected to provide benefits to the Kakarra Part B Native Title Group.
The offering is expected to close around 15 August 2025, subject to standard closing conditions.
The current power agreement is set to expire in March 2026 and ongoing negotiations have not yet yielded a viable solution for the facility's energy needs.
