The move marks a significant escalation in the ongoing dispute between Niger and the French nuclear fuels company.
The facility was initially due to begin in 2024 but faced setbacks due to smelter expansions worldwide.
The funds raised will be directed towards accelerating the next phase of development at the Murchison project in WA.
These sanctions will include government directives and fines for those found to be in breach of environmental laws.
The financing arrangement includes a seven-year tenor with a two-year interest-only grace period.
This move comes through the acquisition of all issued and outstanding securities of Privco, which holds the prospecting licences in the region.
The licence allows for a potential extension of up to 50 years.
